This section analyzes the effects on transportation from implementing the proposed zoning <br />code regulations. <br />Would the project: <br />a. Cause an increase in traffic which is substantial in relation to the existing traffic load and <br />capacity of the street system (i.e., result in a substantial increase in either the number of <br />vehicle trips, the volume to capacity ratio on roads, or congestion at intersections)? <br />b. Exceed, either individually or cumulatively, a level of service standard established by the <br />county congestion management agency for designated roads or highways? <br />c. Result in a change in air traffic patterns, including either an increase in traffic levels or a <br />change in location that results in substantial safety risks? <br />d. Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment)? <br />e. Result in inadequate emergency access? <br />f. Result in inadequate parking capacity <br />g. Conflict with adopted policies, plans, or programs supporting alternative transportation <br />(e.g., bus turnouts, bicycle racks) <br />TZC EIR Conclusions <br />• Operation of the proposed project would result in impacts related to neighborhood traffic <br />in the adjacent residential areas to the Transit Zoning Code (SD 84A and SD 84B) area. <br />(Impact 4.11-1: Less Than Significant with mitigation) <br />• Long-term cumulative development pursuant to the implementation of the Transit Zoning <br />Code would exceed standards established by the Orange County Transportation <br />Authority within the study area. (Impact 4.11-2: Less Than Significant without mitigation) <br />• Development projects constructed pursuant to the standards contained within the <br />Transit Zoning Code would not result in a change in air traffic patterns. (Impact 4.11-3: <br />Less Than Significant) without mitigation <br />• Development projects constructed pursuant to the Transit Zoning Code would not <br />increase hazards due to a design future or incompatible uses. (Impact 4.11-4: Less <br />Than Significant without mitigation) <br />• Development projects constructed pursuant to the Transit Zoning Code could result in <br />inadequate emergency access. (Impact 4.11-5: Less Than Significant without mitigation) <br />• Long-term cumulative development under the implementation of the Transit Zoning <br />Code would not result in inadequate parking capacity. (Impact 4.11-6: Less Than <br />Significant without mitigation) <br />• The Transit Zoning Code would not conflict with adopted policies, plans, or programs <br />supporting alternative transportation. (Impact 4.11-7: Less Than Significant) <br />• Long-term cumulative development under implementation of the Transit Zoning Code <br />would cause an increase in traffic which is substantial in relation to the existing traffic <br />load and capacity of the street system. (Impact 4.11-8: Less Than Significant with <br />mitigation) <br />• Long-term cumulative development under implementation of the Transit Zoning Code <br />would result in impacts related to freeway ramps in the vicinity of the Transit Zoning <br />January 2025 45 Environmental Analysis <br />
