Human Resources Department <br />www.santa-ana.org/hr <br />Item # 12 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 6, 2025 <br />TOPIC: City Clerk Performance Evaluation and Compensation Adjustment <br />AGENDA TITLE <br />Third Amendment to City Clerk Employment Agreement <br />RECOMMENDED ACTION <br />Approve a third amendment to the City Clerk Employment Agreement reflecting the <br />positive City Clerk performance evaluation conducted on April 15, 2025 and approving an <br />increase to the City Clerk in the amount of deferred compensation provided by the City <br />(Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The City Clerk's employment agreement with Jennifer L. Hall was first approved on <br />February 7, 2023. The City Charter provides that the City Council shall conduct <br />performance evaluations of its appointees on an annual basis. In addition, the City Clerk's <br />employment agreement provides for an annual performance evaluation and the <br />opportunity for compensation adjustments based on positive evaluations. The City <br />Council conducted a performance evaluation of the City Clerk on April 16, 2024. The City <br />Clerk received a positive performance evaluation and the City Council allowed the City <br />Clerk to return to the Council on October 15, 2024, for a mid -year performance evaluation. <br />Subsequently, the City Council conducted a performance evaluation of the City Clerk on <br />October 15, 2024 and provided her with a positive performance evaluation, increase in <br />compensation and an increase to the amount of deferred compensation provided by the <br />City to an amount equal to the maximum contribution allowed by law (including the normal <br />contribution only). <br />On April 15, 2025, the City Council provided the City Clerk with a positive performance <br />evaluation for her annual review and directed staff to prepare an amendment to add the <br />catch-up contribution to her deferred compensation provided by the City. There is no <br />additional salary increase at this time. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with this action. <br />
