Box 1988, M-20
OC COMMUNITY RESOURCES Santa Ana, CA 92702
CYMANTHAATKINSON RE: FY 2025-26 OC Animal Care Notice of Intent
ASSISTANT DIRECTOR
OC COMMUNITY RESOURCES Greetings:
JOANNE VEEDOR Enclosed for your reference are three copies of the new Animal Care Notice of Intent(NOI)
DIRECTOR for the City of Santa Ana(City). This notice includes a list of the Animal Care Services that
ADMINISTRATIVE SERVICES the County of Orange(County) intends to provide for your City during the upcoming fiscal-
MONICA SCHMIDT year of July 1, 2025, through June 30, 2026, at an estimated Net Cost of$4,226,507.
DIRECTOR The methodology used for this estimate is based on the number of Animal Control and
CC ANIMAL CARE Animal Shelter services provided to your City, along with the amount of fee revenue
JULIABIDWELL collected, during the most recent 12 months (March 1, 2024 through February 28, 2025).
DIRECTOR The Net Cost estimate for the previous NOI was calculated based on services and
OC HOUSING&COMMUNITY collections over the last full fiscal-year(July 1, 2023, through June 30, 2024). The update
DEVELOPMENT in methodology reflects an effort to provide an estimate of your City's Net Cost for the
upcoming fiscal-year based on the most current utilization reports.
RENEE RAMIREZ
DIRECTOR For fiscal-year 2025-26, the total Net Cost estimated for all Contract Cities and the County
OC COMMUNITY SERVICES will increase by 6.43% to $20,882,150. This is due primarily to salary increases approved
by the County in labor negotiations with all unions and the continual need for OC Animal
PAM PASSOW Care to fill critical positions in order to provide the high-quality services expected. While a
DIRECTOR total of 131 filled positions and 13 vacancies is projected for fiscal-year 2025-26, please
OC PARKS note that number may be adjusted mid-year in order to meet the current demands for
service. The increase is also due to the rising cost and volume of essential items, which
JULIEQUILLMAN include pharmaceutics, feed, and general animal supplies.
COUNTY LIBRARIAN
OC PUBLIC LIBRARIES As stated in the Agreement for Provision of OC Animal Care Services between the City and
County, the most recent animal care services fees approved by the County Board of
Supervisors on July 17, 2018, shall be used to determine each Contract City's Net Cost of
Animal Care Services.
Each Contract City's actual Net Cost of Animal Care Services for fiscal-year 2025-26 will
be based on actual services provided and fee revenue collected during the fiscal-year.
Therefore, your City's actual Net Cost for fiscal-year 2025-26 may be higher or lower than
the enclosed estimate. Please review the new NOI for fiscal-year 2025-26, obtain the
signature of your City's authorized representative on all three copies, and return them to:
OC Animal Care
Attn: Joseph Powers
1630 Victory Road
Tustin, CA 92782
MM Once signed by the County, an executed original document will be returned to you.
OC Animal Care
e Sincerely,
1630 VICTORY ROAD Joseph Powers
TUSTIN, CA 92782 Budget Analyst
PHONE: 714-935-6848
FAX: 714-259-1094
Enclosure
