NO. 09-010) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15` Reading <br />^ Ordinance on 2~d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to RePipe-California, Inc., for on-call sewer lining <br />services for a one-year period, with provision for three, one-year renewals <br />in an annual amount not to exceed $500,000. <br />DISCUSSION <br />The Public Works Agency's Water Resources Division maintains a sanitary <br />sewer system consisting of approximately 390 miles of pipelines and 8,500 <br />manholes. Since 2003 the City has been conducting ongoing closed-circuit <br />digital video assessments of the City sewer system. Of the data collected, <br />approximately 22 miles of sanitary sewer main have been assessed as <br />suitable for rehabilitation. These locations have been identified as non- <br />capacity issues, but have structural defects such as holes, cracks and root <br />intrusions making them suitable for pipe lining repair. The CIP pipe <br />liners are the most efficient and cost effective (TRENCHLESS) method <br />available for the repair of sewer pipes. <br />The notice inviting bids was advertised on February 5, 2009 and bids were <br />solicited. A summary of the bid invitations and bids received is as <br />follows: <br />9 Invitations For Bid mailed <br />5 Bids received <br />Bids were received, opened on February 25, 2009, and evaluated (Exhibit 1). <br />To evaluate costs, vendors provided quotations for representative repair <br />projects that included various conditions and locations. The Engineer's <br />estimate for the projected quantity of repairs was $500,000. The bid <br />received from RePipe-California, Inc. is responsive to the specifications, <br />meets the City's requirements, and is lower than the Engineer's estimate. <br />Therefore, the quantity of sewer repairs that can be completed this year <br />will be greater than projected. <br />22G-1 <br />
