EXHIBIT A <br />1. The scope of service consists of the performance of any or all of the following: <br />A. Facilitation of, and participation in, commission and community meetings; <br />staff support; management liaison; and training sessions related to the Santa <br />Ana City Council's Early Prevention and Intervention Commission. <br />B. Consulting on all aspects of Homeland Security grants, policies, practices and <br />procedures. <br />C. Preparation of, and advising about, Homeland Security grant applications and <br />related addenda. <br />D. Facilitation of meetings and training sessions related to Homeland Security <br />and organizational issues. <br />E. Conducting management audits and internal investigations, as well as <br />consulting about internal investigative practices. <br />F. Consulting about management and performance issues. <br />2. Payment for such services shall be at the rate of $85.00 per hour, plus expenses, <br />which may be required beyond on-site services at the Santa Ana Police <br />Department or the City of Santa Ana, including, but not limited to: <br />A. Out-of-county travel expenses, including airfare, hotels and per diem when <br />required and approved by the Chief of Police. <br />B. In-county tuition or participant fees for seminars, training sessions or other <br />educational events when required and approved by the Chief of Police. <br />C. Copying of documents and production of handouts and other materials. <br />D. Long-distance telephone calls beyond Orange County. <br />3.
