Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute agreements with non-profit <br />agencies awarded funds. <br />HUMAN RELATIONS COMMISSION ACTION <br />At its Regular Meeting of February 9, 2009, by a vote of 7-0 (Gonzalez, <br />Hoa absent), the Human Relations Commission recommended that the City <br />Council allocate the FY 2009-2010 Emergency Shelter Grant funds as <br />recommended and direct the City Attorney to prepare and authorize the <br />City Manager and the Clerk of the Council to execute agreements with non- <br />profit agencies awarded funds. <br />DISCUSSION <br />In July 2009, the City of Santa Ana will be awarded Emergency Shelter <br />Grant (ESG) funds by the U.S. Department of Housing and Urban Development <br />(HUD). These funds are made available to states, counties and <br />municipalities to support emergency shelter programs for the homeless. <br />Eligible uses include renovation of emergency shelter facilities, <br />essential services to the homeless (e.g., food and health care), and <br />homeless prevention. A maximum of thirty percent of the total grant may <br />be used for essential services and thirty percent for homeless <br />prevention. <br />Since fiscal year 1987-1988, the City has actively participated in the <br />ESG program to provide funding to the homeless service organizations.
