Agreement For Internet Access Services <br />From Cogent Communications, Inc. <br />May 04, 2009 <br />Page 2 <br />Vendor Assessment Totals <br />(400 possible) <br />ranking <br />Cogent Communications 372 1 <br />AT&T 300 2 <br />Qwest 299 3 <br />Telekenex 292 4 <br />XO Communications 264 5 <br />American Internet Services 261 6 <br />Dial Tone Services, LLC 195 7 <br />TelePacific Communications 173 7 <br />Bridgeport technologies 163 8 <br />DPSCIENCES Corporations / AT&T 136 9 <br />City staff recommends that the City enter into a two-year agreement with <br />Cogent Communications, Inc. to supply the dedicated Internet access <br />service (with connecting "local loop" service). <br />While Cogent's price proposal was not the lowest, their ability to support <br />the City's current Internet Protocol (IP) addresses (the unique identifier <br />assigned to each device connected to the Internet) more than makes up the <br />difference. Changing addresses would be a very labor intensive time- <br />consuming process which would cost significantly more than the difference <br />between the lowest price proposal. <br />The service agreement with Cogent contains service performance guarantees <br />with monetary penalties for performance problems.
