F:d A I. 5F.%V IC GS <br />OF SUUiII L'ASl LI)S ANO%~e5 cOIIN )'V <br />RECEIVED APR 14.2009 <br />We are wtiting to ask that both of oul• organizations, the Legal Aid Society of Orange <br />County and the Public Law Center, be kept advised of any efforts nl the City of Santa Ana to <br />determine uses of funding provided by the U.S. Department of Housing & Urban Development <br />(HUD) under the Homelessness Prevention and Rapid Rehousing Ptogram (HPRP) created under <br />the American Recovery and Reinveshnent Act of 2009 (Recovery Act). <br />As you are probably aware, HUD announced on Marcll 19, 2009 that City of Santa Ana is <br />eligible to 1•eceive $2,831,989 under the HPRP. These funds are designed to provide financial <br />assistance and selvices to eithet• prevent individuals and families from becoming homeless ar <br />help those who are experiencing homelessness to be quickly re-housed and stabilized. While no <br />doubt the bulk of the funds will likely go to provide financial assistance directly to HPRP <br />participants, HUD has made clear that legal services a]•e among the service activities that can be <br />funded as part of a comprehensive service menu to be provided using HPRP funds. HUD's <br />March I9 notice states at p. 17: <br />"Legal Services. HPRP funds may be used for legal selvices to help people stay in their <br />homes, such as services or activities provided by a lawyer or othel• pel•son(s) under the <br />supervision of a lawyer to assist program participants with legal advice and representation <br />in administrative or coup proceedings related to tenant/laudlord matters or housing issues. <br />Legal services related to mortgages are not eligible." <br />Both the Legal Aid Society of Orange County and the Public Law Center have a long <br />history and the present capacity to provide legal services to help the residents of Santa Ana stay <br />in their homes.
