General Plan Amendment 2007-03 <br />Zoning Ordinance Amendment No. 2009-02 <br />April 13, 2009 <br />Page 3 <br />to Open Space. Since the plan was adopted, the opportunities to develop <br />as an open space use have not materialized and, since the site was <br />demolished five years ago, it has remained vacant. The Parks, <br />Recreation and Community Services Agency has reviewed this site and has <br />determined that since it is not adjacent to any park, its potential to <br />develop as a public park is non-existent. As a result, the applicant is <br />proposing to construct a medical office building on the site. <br />The proposed project requires a General Plan Amendment and a zoning <br />ordinance amendment to redesignate the site from Open Space (OS) to <br />General Commercial (GC) Exhibit 6 describes the revisions to the Land <br />Use Element text and maps to pursue this project. Exhibit 7 describes <br />the revisions to the North Harbor Specific Plan to pursue this project. <br />The proposed General Plan Amendment to redesignate the site from an open <br />space to a commercial land use would further the following General Plan <br />land use element goals and policies: <br /> Promote land uses which enhance the city's economic <br />Goal 2 and fiscal viability. <br />Policy 2.10 Support new development which is harmonious in scale <br /> and character with existing development in the area. <br />Goal 3 Preserve and improve the character and integrity of <br /> existing neighborhoods. <br />Policy 3.1 Support development which provides a positive <br /> contribution to neighborhood character and identity. <br />Policy 3.5 Encourage new development and/or additions to existing <br /> development that is compatible in scale, and <br /> consistent with the architectural style and character <br /> of the neighborhood. <br />Goal 5 Ensure that the impacts of development are mitigated. <br />Policy 5.1 Promote development which has a net community benefit, <br /> and enhances the quality of life. <br />Policy 5.2 Protect the community from incompatible land uses. <br />Policy 5.5 Encourage development which is compatible with, and <br /> supportive of surrounding land uses. <br />The presence of vacant sites can be detrimental to the appearance of a <br />neighborhood. This is particularly critical in this area as, according <br />to the specific plan, it already lacks strong architectural character, <br />has insufficient landscape and generally has a large number of older <br />buildings that are not well maintained. Vacant sites also create a <br />public nuisance and can contribute to create an environment that can be <br />7 5A-4 <br />
