ZOA No. 2009-04, CUP No. 2009-08, <br />Amend DA No. OS-02 and VA No. 2009-02 <br />April 13, 2009 <br />Page 5 <br />The City has worked with the applicant during project design to ensure <br />that close attention is paid to both the quality of the design as well <br />as its integration within the MacArthur Place project site. The <br />buildings articulation and materials as well as landscaping have been <br />designed to complement the other existing projects in the area, while <br />further enhancing the pedestrian experience as they move through the <br />project area. Additionally, the hotel has provided several amenities <br />including an exercise room, pool and spa, media center, lounge, cafe and <br />bar to accommodate a wide variety of needs for hotel guests. <br />One issue that staff has identified relating to the hotel operation is <br />the potential noise impacts associated with material and trash <br />deliveries and pick-ups along the west side of the hotel adjacent to <br />future residential units. To address this issue, a condition has been <br />added restricting the permitted hours for deliveries between 7:00 a.m. <br />and 10:00 p.m. <br />Parking Variance <br />Under the previous entitlements, the Cinema Site contained a mixture of <br />residential, retail, office and restaurant space. The project site <br />would have been served by 449 surface and subterranean parking spaces <br />and would have after hour (5:00 p.m. to 7:00 a.m.) access to an adjacent <br />500-space parking structure. The shared parking study prepared in 2005 <br />by Kaku Associates found that the project would have adequate parking <br />with the use of the adjacent parking garage, and the City approved a 49 <br />space parking variance for the project based on the shared parking <br />analysis. <br />The new site plan for the Cinema site proposes a 185-room Courtyard by <br />Marriott Hotel, served by a 133-space surface parking lot. In addition <br />to the 133 spaces adjacent to the hotel, hotel guests and employees will <br />have access to 50 of the 500 garage spaces during the daytime on <br />weekdays bringing the total number of available parking spaces to 183 <br />during the weekday and 633 in the evenings and on weekends. The <br />applicant is now requesting a variance from the parking requirements of <br />Section 41-1344 of the Santa Ana Municipal Code to allow a reduction in <br />the required parking. Based on code requirement, a total of 204 parking <br />spaces are required for the hotel use while only 183 spaces are <br />available. Of these 183 spaces, the Double Tree Club hotel, located <br />within MacArthur Place South has an agreement to use 25 of the parking <br />spaces as overflow parking. As a result of this agreement, the <br />effective parking deficit for the proposed Marriott is 46 spaces or 25.1 <br />percent. <br />75B-7 <br />
