REQUEST FOR COUNCIL ACTION CITY COUNCIL MEETING DATE: MAY 18, 2009 TITLE: PROPOSED AMENDMENT TO CLASSIFICATION AND COMPENSATION PLAN AND ANNUAL BUDGET --f, ~-t ~/ CITY MANAGER RECOMMENDED ACTION CLERK OF COUNCIL USE ONLY: APPROVED ^ As Recommended ^ As Amended ^ Ordinance on 1St Reading ^ Ordinance on 2"d Reading ^ Implementing Resolution ^ Set Public Hearing For_ CONTINUED TO FILE NUMBER Adopt a resolution that amends the City's Basic Classification and Compensation Plan (82-110) and amends the fiscal year 2008-2009 annual budget to create two job classifications and reallocate three positions to these classifications. DISCUSSION Due to the current economic recession and resultant impact on City finances, an analysis is being conducted on the feasibility of extending the park maintenance services provided by contractors to the remaining parks in the city. In the event this occurs, it will be necessary to monitor and oversee the performance of the contractors to ensure consistency and quality in the level of service provided. To that end, the Executive Director of Parks, Recreation and Community Services is proposing the creation of two job classifications titled Park Maintenance Inspector I and Park Maintenance Inspector II. These classifications will supervise and trouble-shoot the contractors' work on routine maintenance projects in the City's parks and properties. The Executive Director is further proposing the reallocation of one Park Maintenance Worker position to the Park Maintenance Inspector I class and the reallocation of two Park Maintenance Leader positions to the Park Maintenance Inspector II class. As the new job classifications are placed at the same salary rate range as the reallocated positions, these changes will not result in any change in compensation. 55A-1
