Community Management District Governance <br />Downtown, Incorporated will be the agency responsible for the ongoing day-to- <br />day management and administration of the Downtown Santa Ana Community <br />Management District (CMD). Downtown, Incorporated is an existing nonprofit <br />corporation formed by business and property owners located in Downtown <br />Santa Ana. Downtown, Incorporated may choose to contract with third-party <br />entities to carry out the District programs and activities. <br />The annual programs, budgets, and assessments for the Downtown Santa Ana <br />Community Management District shall be determined by Downtown, <br />Incorporated, which shall also serve as the Community Management District <br />"owners association" described in Article XX Chapter 13 of the Santa Ana <br />Municipal Code. Such programs, budgets, and assessments must be consistent <br />with this Management Plan. Downtown, Incorporated shall be responsible for the <br />general oversight of the District including approval of the annual work programs <br />and budgets, monitoring performance, and ensuring compliance with appropriate <br />rules and regulations, including a Community Management District management <br />17 <br />80A-21 <br />
