In accordance with the federal legislation, a majority of the <br />Board members and the Board Chair must come from the private sector. The <br />remaining Board members represent education, non-profit organizations, <br />one-stop mandated partners and local labor organizations. <br />There are currently two mandated labor representative positions on the <br />Board that are currently vacant. The Orange County Central Labor Council <br />is the only labor organization authorized to nominate labor <br />representatives locally and they have submitted a nomination letter for <br />Mr. Medrano (Exhibit 1), which highlights his qualifications. <br />13C-1 <br />
