Amend the current contract for blood and breath technician services in <br />the amount of $40,000, for a total annual amount not to exceed <br />$120,000. <br />2. Renew the contract with California Forensic Phlebotomy, Inc., for <br />blood and breath technician services in the annual amount not to <br />exceed $120,000. <br />DISCUSSION <br />The Santa Ana Police Department Forensics Division contracts with <br />California Forensic Phlebotomy, Inc., to provide blood alcohol level <br />testing and analysis, drug content, blood typing, and DNA testing. <br />California Forensic Phlebotomy services all Orange County law enforcement <br />agencies. The testing is required for use as evidence in the prosecution of <br />criminal cases. <br />On July 2, 2007, the City Council awarded a contract to California Forensic <br />Phlebotomy, Inc., for blood and breath technician services in an annual <br />amount of $80,000 for a two-year term, with provision for three, one-year <br />renewals. This projected cost was based on prior year usage and staff <br />estimates. Over the past 12 months, the Police Department has increased the <br />amount of check points to enforce public safety and, as a result, an <br />increase in the number of blood and breath technician tests used. In order <br />to continue services to the end of the original term, staff recommends <br />adding funds to the current contract. Additionally, California Forensic <br />Phlebotomy, has performed satisfactorily during the two-year contract <br />period and staff recommends the first renewal of the contract. <br />22A-1 <br />
