CDBG-R <br />June 1, 2009 <br />Page 2 <br />economic growth. CDBG-R assistance is not intended to provide long-term <br />support for program participants, but to focus on a one-time infusion of <br />federal funds to assist the current economic environment. HUD has <br />strongly urged local grantees to commit the CDBG-R funds to hard <br />development costs associated with infrastructure projects. The table <br />below indicates the preliminary estimates for the various CDBG-R <br />activities. <br />CDBG-R Estimated Budget Summary Total Amount Budgeted <br />Public Facility Improvements $1,752,245 <br />Administration $100,000 <br />Total CDBG-R Amount Budgeted $1,852,245 <br />HUD regulations require that the draft third substantial amendment be <br />made available for a 7-day public review and comment period. On May 12, <br />2009, notification was published in the Orange County Register that the <br />draft amendment was available for review beginning May 19, 2009, and that <br />a public hearing would be held on May 26, 2009. It was also noticed in <br />La Opinion and Nguoi Viet, as well as on the City's website. The 7-day <br />public comment period concluded on May 26, 2009, at 5 p.m. All comments <br />received have been included in the final document, which is due to HUD no <br />later than June 5, 2009. <br />FISCAL IMPACT <br />By submitting this third substantial amendment to its 2008-2009 Annual <br />Action Plan, the City of Santa Ana will be eligible to receive $1,852,245 <br />in grant funds under the American Recovery and Reinvestment Act of 2009 <br />for Community Development Block Grant-Recovery. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Cy hia J.
