REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 1, 2009 <br />TITLE: <br />APPROPRIATION ADJUSTMENT FOR <br />WORKFORCE INVESTMENT ACT — <br />AMERICAN RECOVERY AND REINVESTMENT <br />ACT ADULT, DISLOCATED WORKER AND <br />RAPID RESPONSE FUNDS <br />r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />"10J007147% <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment recognizing American Recovery and <br />Reinvestment Act funds in the amounts of $891,612 for Adult programs, <br />$857,875 for Dislocated Worker programs and $405,811 for Rapid Response <br />activities awarded to the City of Santa Ana WORK Center. <br />WORKFORCE INVESTMENT BOARD ACTION <br />At its Regular Meeting of May 8, 2009, by a vote of 21:0 (Zarate, <br />Beasley, Lewis, Gebre, Wadhera, and Metzler absent; Van Artsdalen <br />abstained), the Workforce Investment Board recommended the allocation of <br />the American Recovery and Reinvestment Act of 2009 Adult ($891,612), <br />Dislocated Worker ($857,875) and Rapid Response ($405,811) funds to the <br />Santa Ana WORK Center for Program Year 2009 -10 and the requirement of a <br />comprehensive plan for the expenditure of these funds and participant <br />service levels be presented to the Executive Committee on June 19, 2009 <br />for approval. <br />DISCUSSION <br />In April 2009, the State of California awarded the City of Santa Ana WORK <br />Center American Recovery and Reinvestment Act (ARRA) funds in the amounts <br />of $891,612 for Adult programs, $857,875 for Dislocated Worker programs <br />and $405,811 for Rapid Response activities. These funds will be used to <br />provide a variety of services to low - income and laid off clients of the <br />Work Center with a Santa Ana resident preference. These services may <br />include vocational training, supportive services, skills assessment, and <br />job search training. <br />41UN <br />
