S. Department of Housing and Urban Development. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At a Special Meeting on May 26, 2009, by a vote of 4:0 (Reyes absent) , the Community Redevelopment and Housing Commission recommended that the City Council approve a third substantial amendment to the Consolidated Plan 2008 -2009 Action Plan and authorize its submittal to the U. S. Department of Housing and Urban Development. DISCUSSION The American Recovery and Reinvestment Act of 2009 ( "Recovery Act ") appropriated $1 billion for communities to carryout the Community Development Block Grant program. The grant program funded through this appropriation is referred to as Community Development Block Grant - Recovery Program (CDBG -R). Under the terms of the funding distribution formula established by the U. S. Department of Housing and Urban Development (HUD), Santa Ana has been allocated $1,852,245. In order to receive funding, the City must adopt a Substantial Amendment to its Consolidated Plan 2008 Action Plan (Exhibit 1) The Annual Action Plan serves as the formal application to HUD for our annual federal grant allocations (CDBG, HOME, ESG, and HOPWA) and describes how those grant funds will be used. The activities eligible under regular CDBG are also eligible under the new CDBG -R program, although the emphasis of these funds is to stimulate 21 B -1
