• ~ For a project within the vicinity of a private airstrip, would the project expose people residing or <br />working in the project area to excessive noise levels? (No Substantial Change from Previous <br />Analysis) <br />Development of the project will have no new or more severe impacts beyond those addressed in the <br />EIR. The project is not located in the vicinity of a private airstrip. Therefore, the EIR remains adequate <br />and complete with respect to this topic. <br />VIII. Population and Housing <br />Would the project: <br />a) Induce substantial population growth in an area, either directly (for example, by proposing new homes <br />and businesses) or indirectly (for example through extension of roads or other infrastructure)? (No <br />Substantial Change from Previous Analysis) <br />The proposed project will result in fewer residential units than what was analyzed in the EIR because <br />the Cinema Lofts will be not be built. The project will reduce the number of residential units analyzed <br />in the EIR by 15. The proposed project will have no more severe impacts than analyzed in the EIR and <br />the City's General Plan. Therefore, the EIR remains adequate and complete for this topic. <br />b) Displace substantial number of existing housing, necessitating the construction of replacement housing <br />elsewhere? (No Substantial Change from Previous Analysis) <br />No existing housing will be disturbed with implementation of the proposed project, as none exists on <br />the site. Development of the project will have no new or more severe impacts beyond those addressed <br />in the EIR. Therefore, the EIR remains adequate and complete with respect to this topic. <br />• c) Displace substantial numbers of people, necessitating the construction of replacement housing <br />elsewhere? (No Substantial Change from Previous Analysis) <br />As noted in item b) above, no existing housing will be disturbed with implementation of the project. <br />Therefore, the EIR remains adequate and complete with respect to this topic. <br />IX. Public Services <br />• <br />The EIR identified potential impacts to service providers as a result of the proposed project. However, <br />measures were included to ensure that coordination would occur with public service providers to minimize <br />any potential impacts from occurring. <br />a) Would the project result in substantial adverse impacts associated with the provision of new or <br />physically altered governmental facilities, need for new or physically altered governmental facilities, <br />the construction of which could cause significant environmental impacts, in order to maintain <br />acceptable service ratios, response times or other performance objectives for any of the public <br />services? Fire Protection? Police Protection? Schools? Parks? Other Public Facilities? (No <br />Substantial Change from Previous Analysis) <br />The proposed project will require fire, police, and emergency services. Mitigation Measures in the EIR <br />were designed to minimize potential impacts to such services. The addition of the hotel will result in a <br />potential increased need for such services. The Police and Fire Department were consulted regarding <br />the proposed project and its potential impacts to Police, Fire and emergency services. Staff members in <br />the City's Planning Division verified with the Police and Fire Departments in the City of Santa Ana <br />that the addition of the 185 room hotel will not impact their services to the City.
