Therefore, the EIR, as addended, remains adequate and <br />complete. <br />b) Does the project have impacts that are individually limited, but cumulatively considerable? <br />("Cumulatively considerable " means that the incremental effects of a project are considerable when <br />viewed in connection with the effects of past projects, the effects of other current projects, and the <br />effects ofprobable future projects)? (No Substantial Change from Previous Analysis) <br />The EIR stated that the project would contribute cumulatively significant adverse emissions to the <br />South Coast Basin, which is already anon-attainment area. This impact is significant and adverse and <br />cannot be mitigated to levels of insignificance. The EIR also stated that the project would have <br />cumulative impacts regarding transportation and traffic due to the uncertainty and issues regarding fair- <br />share funding for mitigation measure T-6, regarding the construction of a two-lane metered on-ramp to <br />the SR-55 freeway. Due to the uncertainty of implementation, cumulative impacts were considered for <br />the year 2025. The project will have no new or more severe impacts beyond those addressed and <br />mitigated in the MacArthur Place South EIR. <br />c) Does the project have environmental effects that will cause substantial adverse effects on human <br />beings, either directly or indirectly? (No Substantial Change from Previous Analysis) <br />Mitigation measures have been provided in the MacArthur Place South EIR to reduce impacts.
