Inventory of Applicable Mitigation Measures <br />In adopting the Final EIR, the City's findings and resolutions contained 76 mitigation measures based on <br />refinements and revisions made to the mitigation measures presented in the DEIR. The 76 mitigation <br />measures were incorporated in the certified resolution. <br />All mitigation measures and conditions will either be met in development or are a requirement of City <br />ordinance. Each of these conditions, policies, and mitigation measures will be reviewed during the normal <br />Site Plan review process. Additionally, uniformly applied policies and standards generated to ensure <br />substantial mitigation of environmental effects are applied as conditions of approval or as routine steps in the <br />development process. A Mitigation Monitoring Program has been adopted as part of the approval process to <br />ensure methods, timing, and responsible parties to monitor all mitigation measures. <br />Further refinements in Mitigation Monitoring are hereby included in the MacArthur Place South EIR <br />Addendum to provide more specific descriptions of activities/improvements to ensure no significant impacts <br />from the proposed project will result. These clarifications are summarized below: <br />Mitigation Measure AE-1- Prior to issuance of building permits the project applicant shall ensure <br />that building plans for the proposed project shall include the use of non-reflective building materials <br />to minimize light and glare impacts. <br />Mitigation Measure AQ-1 -During design and construction, the project developer shall incorporate <br />features into the project that will minimize impacts from greenhouse gas emissions such as planting <br />onsite trees as a means of providing carbon storage, promoting energy saving measures beyond Title <br />24 requirements and encouraging the use of Energy Star equipment and appliances. <br />Mitigation Measure G-1 -During grading operations, the project applicant shall ensure special <br />handling of on-site soils as required by the City of Santa Ana, due to the high moisture content of the <br />soils, which is well above optimum moisture conditions. The City of Santa Ana shall monitor the <br />grading contractor to ensure stabilization of the soils during grading prior to placing and compacting <br />fill soils over wet subgrade soils, as recommended in the geotechnical investigation prepared by <br />Geotechnical Professionals, Inc. <br />Mitigation Measure H-1 -Prior to the issuance of a building permit, the project developer shall <br />provide evidence to the Planning Manager that an FAA Determination of No Hazard to Air <br />Navigation has been obtained for the relocated Cinema Tower. The project developer shall <br />demonstrate compliance with any conditions imposed by the FAA in their determination. <br />Mitigation Measure N-1 -During operation of the hotel, the project developer shall ensure that truck <br />deliveries to the hotel shall be restricted to the hours of 7:00 a.m. to 10:00 p.m. Delivery trucks shall <br />not be permitted to idle in the parking lots or loading areas and shall be required to have properly <br />maintained, factory-approved mufflers. Delivery truck drivers shall be encouraged to minimize <br />acceleration and maintain reduced vehicle speeds while on-site. <br />Mitigation Measure N-2 -During project construction for the hotel, the project contractor shall <br />verify that structural designs and acoustical baffling are implemented to reduce noise levels ftom <br />mechanical equipment (ventilation fans, air conditioning, and refrigeration units and their associated <br />inlet and exhaust systems) to a level that complies with the City's Municipal Code noise ordinance <br />standards reproduced in the table below (and also reproduced in the EIR). <br />Resolution No. 2009-025 <br />M acP4~~ ~5Q l a>;8 ~o uth <br />EIR Addendum <br />54 <br />
