Reject the bid from NuCast as nonresponsive. <br />2. Award a contract to Quick Crete Products Corp., for concrete recycling <br />and trash receptacles in the amount of $161,690. <br />DISCUSSION <br />In 2008, the City Council approved a resolution adopting a recycling policy <br />for City facilities and for City sponsored/permitted events and large <br />venues. Recycling receptacles were added to the interior of City <br />buildings, shortly after the adoption of the resolution. Matching concrete <br />recycling and trash receptacles will be installed at City parks, building <br />exteriors, and other locations to encourage recycling by City personnel and <br />members of the public. Two-thirds of the total cost will be paid through <br />California Department of Conservation Grant funding, and one-third will be <br />paid from special fees and donations generated by the Parks, Recreation and <br />Community Services Agency. <br />The notice inviting bids was advertised on May 4, 2009 and bids were <br />solicited. A summary of the bid invitations and bids received is as <br />follows: <br />18 Invitations For Bid mailed <br />6 Bids received <br />Bids were received, opened on May 14, 2009, and evaluated (Exhibit 1) The <br />low bid was found to be nonresponsive to the specification, as the vendor <br />did not provide product specifications as required in the bid instructions. <br />The estimate for the projected quantity of receptacles was $161,690. The <br />bid received from Quick Crete Products Corp. is responsive to the <br />specifications, meets the City's requirements, and is lower than the <br />projected estimate. Therefore, the quantity of receptacles that can be <br />ordered will be greater than projected. <br />22G-1 <br />
