Reject the bids from Diamond Environmental Services and American Fence <br />Company as nonresponsive. <br />2. Award a contract to S&S Rent-A-Fence for chain link fence rentals for <br />a one-year period, with provision for four, one-year renewals in an <br />annual amount not to exceed $70,000. <br />DISCUSSION <br />The Public Works Agency uses temporary fencing to ensure public safety and <br />reduce liability around City-owned properties scheduled for construction or <br />demolition. Fencing is installed within 24 hours, when necessary, to <br />provide immediate public safety. Fencing is typically rented for either a <br />six-month or a one-year period. <br />The notice inviting bids was advertised on May 13, 2009 and bids were <br />solicited. A summary of the bid invitations and bids received is as <br />follows: <br />21 Invitations For Bid mailed <br />1 Invitation For Bid mailed to a Santa Ana vendor <br />5 Bids received <br />Bids were received, opened on May 28, 2009, and evaluated (Exhibit 1). To <br />evaluate costs, vendors provided bids for representative fence rental <br />projects that included various conditions and locations. Two of the bids <br />received were found to be nonresponsive to the specification, as the <br />vendors did not offer a 24-hour response time at no additional charge as <br />required by the specification. The bid received from S&S Rent-A-Fence is <br />responsive to the specifications and meets the City's requirements. The <br />annual amount is based upon past usage and staff's projection for the next <br />year. <br />22K-1 <br />
