Restructure City Boards and Commissions <br />July 6, 2009 <br />Page 3 <br />• Repeal implementing legislation creating these two <br />commissions. <br />• Direct City staff to return to the Ad Hoc Committee with a <br />recommended ordinance creating a new seven member City <br />Commission focused on enhancing opportunities for youth in <br />Santa Ana to significantly reduce gang involvement. The new <br />commission should combine the efforts of the Human Relations <br />Commission and EPIC. <br />• Staff will comply with federal regulations to convene an <br />annual community-based committee to review the Community <br />Development Block Grant applications and make recommendations <br />to the City Council. <br />Library Board <br />• Repeal implementing ordinance establishing the Library Board. <br />• Transfer functions to the Board of Parks and Recreation. A <br />Board of Recreation and Parks Committee on Library Services <br />will be created to continue the duties of the Library Board. <br />This committee would be open for community representation <br />based on guidelines created by the Parks and Recreation, and <br />Community Services Agency. Selections to the committee will be <br />made by the Executive Director of Parks and Recreation Agency. <br />Youth Commission <br />• Temporarily reduce number of regular meetings from monthly to <br />quarterly or on an as needed basis. <br />Environmental and Transportation Advisory Committee (ETAC) <br />• Continue review of activities appropriate for this committee <br />by the Ad Hoc Committee in view of the number of green <br />initiatives being considered and/or implemented by the City. <br />• Meet on an as needed basis, as determined by the Executive <br />Director of the Public Works Agency. <br />As the City's financial position is reviewed in the 2009-10 <br />fiscal year, the Ad Hoc Committee recommends that the structure <br />of the various boards and commissions also be re-examined by the <br />City Manager and City Council to ensure that the diverse issues <br />and challenges facing the City are adequately addressed, and that <br />the boards and commissions are given the resources needed to <br />provide the City Council and City staff with invaluable insight <br />and information for fact-based decision making. <br />65A-3 <br />
