NS-XXX <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA REPEALING SECTION 2-550 THROUGH <br />SECTION 2-554 TO THE SANTA ANA MUNICPAL CODE <br />RELATED TO EARLY PREVENTION AND INTERVENTION <br />COMMISSION <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The City's budget challenges and the potential impacts on the City's ability <br />to preserve high quality core services to the public has lead the City <br />Council to evaluate the current structure of the City's appointive boards <br />and their cost. <br />B. The City agencies which staff the various boards and commissions <br />have reviewed all costs associated with providing support to the <br />appointive boards including materials and supplies, training and travel, <br />staff time, and member compensation. <br />C. The City's commitment to EPIC's core mission of prevention, that is, <br />equipping at-risk youth to lead productive lives and to provide alternatives <br />to gang affiliation, violence and drugs shall continue. The Ad Hoc <br />Committee on Board and Commission Review is recommending the <br />creation of a new smaller Board combining the efforts of the current <br />Human Relations Commission and EPIC which shall be equipped to <br />provide leadership in the area of prevention. <br />D. The following action will preserve valuable community input and <br />participation in city government while contributing to necessary <br />reductions in city expenditures. <br />E. All provisions of the Santa Ana Municipal Code which are repeated herein <br />are repeated solely in order to comply with the provisions of section 418 of <br />the Charter of the City of Santa Ana. Any such restatement of existing <br />provisions of the Code is not intended, nor shall it be interpreted, as <br />constituting a new action or decision of the City Council, but rather such <br />provisions are repeated for tracking purposes only in conformance with <br />the Charter <br />65A-8 <br />
