REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 6, 2009 <br />TITLE: <br />APPROPRIATION ADJUSTMENT <br />WORKFORCE INVESTMENT ACT <br />TITLE I SUB-GRANT FOR PY <br />FOR <br />2009-10 <br />'. <br />f' <br />r~ _~~r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15' Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />1) Approve an Appropriation Adjustment recognizing additional revenues <br />of $225,630 in Title I Adult funds, $92,760 in Title I Dislocated <br />Worker funds, $239,610 in Title I Youth funds and $62,000 in <br />administrative funds from the State of California for the 2009-10 <br />fiscal year allocation. <br />2) Adopt a resolution authorizing <br />execute all necessary documents <br />sub-grant with the State of <br />Division. <br />DISCUSSION <br />the City Manager or designee to <br />for the Workforce Investment Act <br />California, Workforce Investment <br />The Workforce Investment Act (WIA) of 1998 provides funds to Local <br />Workforce Investment Areas (LWIA) to operate job-training programs for <br />adults, dislocated workers and youth who meet specific criteria as <br />outlined in the Act. The City of Santa Ana was designated as a LWIA and <br />administrative entity on January 28, 2000, by the State Workforce <br />Investment Board. Santa Ana has received WIA funds to operate job- <br />training programs since July 1, 2000. <br />A new sub-grant is required at the beginning of each program year in <br />order to receive the new WIA funds as they are allocated by the State. <br />Upon submission of this sub-grant agreement, the City will be eligible to <br />receive $1,605,081 in WIA Youth funds, $1,543,322 for the Adult and <br />$820,676 for the Dislocated Worker programs for program year 2009-10. <br />At the time the 2009-10 City budget was prepared, the allocation of <br />funding from the State of California had not been received for WIA. As a <br />result, estimated revenue figures were used. The State has since issued <br />the final allocations for WIA funding for fiscal year 2009-10. <br />20A-1 <br />
