Sec. 7-29. Sewerage systems. <br />The Floodplain Administrator shall assure that new and replacement sanitary sewerage <br />systems in the Special Flood Hazard Area are designed to minimize or eliminate <br />infiltration of floodwaters into the systems and discharges from the systems into the <br />floodwaters. <br />Sec. 7-30. Waste disposal systems. <br />The Floodplain Administrator shall assure that on-site waste disposal systems in the <br />Special Flood Hazard Area are located to avoid impairment to them or contamination <br />from them during flooding. <br />Sec. 7-31. Watercourse alterations. <br />The Floodplain Administrator shall notify adjacent communities and the state <br />coordinating office prior to any alteration or relocation of a watercourse in riverine <br />situations. He shall submit copies of such notifications to the federal insurance <br />administrator. He shall assure that the flood-carrying capacity within the altered or <br />relocated portion of any watercourse is maintained. <br />Section 5. If any section, subsection, sentence, clause, phrase or portion of this <br />ordinance is for any reason held to be invalid or unconstitutional by the decision of any <br />court of competent jurisdiction, such decision shall not affect the validity of the remaining <br />portions of this ordinance. The City Council of the City of Santa Ana hereby declares that it <br />would have adopted this ordinance and each section, subsection, sentence, clause, phrase <br />or portion thereof irrespective of the fact that any one or more sections, subsections, <br />sentences, clauses, phrases, or portions be declared invalid or unconstitutional. <br />ADOPTED this day of , 2009 <br />Miguel A.
