REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 20, 2009 <br />TITLE: <br />RESOLUTION SUPPPORTING <br />THE FEDERAL DREAM ACT <br />CITY ANAGER <br />RECOMMENDED ACTON <br />CLERK OF COUNC{L USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on isi Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For, <br />CONTINUED TO <br />FILE NUMBER <br />Consider adopting a resolution expressing support for the Development, <br />Relief, and Education for Alien Minors Act (S. 729), (H.R. 1751) (DREAM) <br />Act. <br />DISCUSSION <br />At its June 8 meeting, Councilmember Martinz requested the Council to <br />direct the City Attorney to prepare a resolution in support of this <br />pending legislation. <br />The DREAM Act, formally known as the Development, Relief, and Education <br />for Alien Minors Act (S. 729)in the US Senate and the American Dream Act <br />(H.R. 1751)in the House of Representatives, would: <br />1. grant to the States the option to provide in-state tuition benefits to <br />students regardless of immigration status; <br />2. Specify that students covered by the Act would be eligible for certain <br />Federal education loan programs; and, <br />3. Grant regular lawful permanent resident status at the end of a the six <br />year conditional period, if, during the conditional period, the <br />immigrant maintained a good moral character, and complied with at <br />least one of the following: a) graduated from a 2-year college or <br />vocational college or completed two year's studies toward a bachelor's <br />55A-1 <br />
