5. Environmental Analysis <br />NENEEEEEE� <br />AIR QUALITY <br />1. 5 Cumula ive Impacts <br />In accordance with the SCAMD methodology, any project that produces a significant regional air uality <br />impact in a nonattainment air basin will have a cumulative impact. Cumulative projects within the local area <br />include new development and population growth. The greatest source of emissions within the SoCAB is <br />mobile sources. The S CAQM D considers a project cumulatively significant when project - related emissions <br />exceed the SCAOMD regional emissions thresholds shown in Table 5.1-6, <br />Construction <br />The SoCAB is in nonattai nment for o., PM, 0, and PM2.5F SCAOM D's air quality thresholds were developed to <br />identify projects that would substantially contribute to the SoCAB's nonattainrnent status. Project - related <br />construction activities would not exceed the SCAOM D's air quality thresholds. Therefore, the project would <br />not significantly contribute to the regional non attainment designations of the SoCAB and impacts mould not <br />be cumulatively considerable. <br />Operation <br />For operational phase air quality emissions, any project that does not exceed or can be mitigated to less <br />than the SCAQUID's daily regional threshold values is not considered by the SCAOMID to be a substantial <br />source of air pollution and does not add significantly to a cumulative impact. The project would not generate <br />long -term emissions because it would not generate new trips or change eciting traffic patterns on the local <br />roadways. As described in Impact 5.1 -3 , the project would not substantially elevate CO concentrations at <br />local intersection;. In consideration of the preceding factors, the project's contribution to cumulative long- <br />term air quality impacts would not be cumulatively considerable and impacts would be less than significant, <br />Global Farming <br />Project - related GHG emissions are not confined to a particular air basin but are dispersed worldwide. <br />Consequently, it is speculative to determine how project - related GHG emissions would contribute to global <br />climate change and how an individual project's GHG ernissions would impact California. Therefore, impacts <br />identified under impact 5.1 -4 are not project- specific impacts to global warming but the project's contribution <br />to this cu m ulative impact.
