S. Environmental Analysis <br />5.2 NOISE <br />This section of the Draft SEIR discusses the fundamentals of sound; examines federal, state, and local noise <br />guidelines, policies, and standards; reviews noise levels at existing receptor locations; evaluates potential <br />noise impacts associated with the project; and compares impacts to those <br />analysed in the Santa Arta <br />Second Main Track EIR (2092). This evaluation uses procedures and ,methodologies as specified by <br />California Department of Transportation caltran , the Federal Transit Administration (FTA) , and the Federal <br />Highway Administration FHWA . Prepared by Myra L. <br />Frank and Associates, Inc., 2992, February. <br />Norse modeling data sheets for this analysis are included as Appendix D. <br />5.2.1 Impacts Identified in the Santa Ana Second Main Track EIR (2002) <br />The 2992 EIR analyzed all environmental checklist items in the CE QA Guidelines related to construction and <br />operational noise impacts. The project analyzed in the 2992 EIR has been completely constructed. Revisions <br />to the project do not result in impacts related to train activity on the main line tracts, therefore, train noise <br />and vibration impacts identified in the 2802 EIR are not included in this Draft SEIR. <br />The 2092 EIR found that construction activities would result in occasional and sporadic increases in noise <br />levels, Co nstruction noise was described as being temporary and limited to the daytime hours of 7 :08 AM to <br />8:08 PK with the exception of track realignment activities, and no significant impacts were identified. <br />Because the original project did not result in an increase in vehicular traffic, an increase In noise solely from <br />project- related vehicular traffic was not evaluated in the 2902 EIR. <br />5. 2.2 Environmental Setting <br />Noise Terminology <br />The following are definitions of terminology used in this section: <br />• Noise. Sound that is loud, unpleasant, unexpected, or otherwise undesirable, <br />• Decibel (dB). A unitless ,measure of sound on a logarithmic scale. <br />• A- Weighted Decibel BA . An overall frequency - weighted sound level in decibels that <br />approximates the frequency that humans can hear. <br />• Sound Level Equivalent (L�q ). The mean of the noise level averaged over the measurement period, <br />regarded as an average level, <br />• Day-Night Level (LJ.
