5. Environmental Anal <br />y <br />'mmm= <br />is <br />TRAFFIC AND CIRCULATION <br />5.3.3 Thresholds of Significance <br />According to Appendi c G of the C E A Guidelines, a project would normally have a significarnt effect on the <br />environment if the project could: <br />T 1 Cause an increase in traffic which is substantial In relation to the existing traffic load and <br />capacity of the street system i.e., result in a substantial increase in either the number of <br />vehicle trips, the volume to capacity ratio on roads, or congestion at intersections). <br />T 2 Exceed, either individually or cumulatively, a level of service standard established by the <br />county congestion management agency for designated roads or highways. <br />T-3 Result in a change in air traffic patterns, including either an increase in traffic levels or a <br />change in location that results in substantial safety risks. <br />T-4 Substantially increase hazards due to a design feature (e,g., sharp curves or dangerous <br />intersections) or incompatible uses e.g., farm equipment). <br />T-5 Result in inadequate emergency access. <br />T-6 Resu It in inadequate parking capacity. <br />T 7 conflict with adopted policies, plans, or programs supporting alternative transportation <br />e.g,, bus turnouts, bicycle racks). <br />The Initial Study, included as Appendix At substantiates that impacts associated with the following thresholds <br />would be less than significant: ffl <br />• Threshold T-2 <br />• Threshold T-3 <br />• Threshold T-5 <br />• Threshold T-6 <br />• Threshold T= <br />These impacts are not addressed in the following analysis. <br />City of Santa Ana Significance Thresholds <br />The City of Santa Ana has criteria for traffic and circulation impacts within the City. As defined by the city, a <br />project is considered to have a significant impact on the operation of are intersection when one of the <br />following occurs: <br />• The addition of project traffic results in LOS dropping from acceptable levels (LOS D or better) to <br />unacceptable Levels (LOS E or F; <br />If an intersection is LOS E, a project results in a significant impact if the addition of project traffic <br />results in LOS F; or <br />• If an intersection is already at LOS F, then the project has a significant impact if the addition of <br />project traffic causes an increase of o.2 in the volume to capacitor VC ratio pursuant to the Iola <br />methodology or two seconds of additional delay pursuant to the HCM methodology <br />FaiybavenlLincoln and Santa ClaralLincoln Intersection Modifications City ofSanta Ana • Page 5.3-13 <br />Supplement to the Santa Ana Second Mal'n Track Pyoject EIR Resolution No. 2009 -034 <br />Page 91 of 130 <br />
