Conditional Use Permit No. 2009-11 <br />July 13, 2009 <br />Page 4 <br />The proposed 305 parking spaces are sufficient to accommodate the <br />various uses to be provided. As identified on the church's operational <br />plan, during the week, activities occurring on the site include the <br />Keiro adult day care program, operations of the church office and <br />administrative functions from Tuesday through Friday, the Lighthouse <br />Ministry on Tuesday and Friday afternoons, Senior Fellowship on <br />Wednesdays, Moms in Ministry every other Friday and the Youth Ministry <br />on Friday evenings (Exhibit 7). During the peak demand, a maximum of 77 <br />parking spaces are required. On Saturday and Sunday afternoon, a total <br />of 222 parking spaces would be required for the gymnasium use. During <br />church services on Sunday mornings, a total of 200 parking spaces are <br />required for the sanctuary. To ensure the remaining spaces are not <br />utilized during church services, a condition of approval has been <br />included which limits the use of the social hall and multi-use building <br />to hours before and after church services. <br />The church use is consistent with the General Plan's Land Use Element <br />policies of encouraging the development of nonprofit facilities and <br />services as well as promoting uses that provide a positive contribution <br />to neighborhood character and identity. To ensure the expansion of the <br />Wintersburg Presbyterian Church will not impact surrounding residential <br />neighborhood, conditions of approval have been incorporated. Therefore, <br />staff recommends that the Planning Commission approve Conditional Use <br />Permit No. 2009-11 as conditioned. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, a mitigated <br />negative declaration and mitigated monitoring program has been prepared <br />for this project. The Mitigation Negative Declaration has been circulated <br />for a 20-day public review period, which ran from June 18, 2009 through <br />July 8, 2009. The report identifies potential environmental impacts and <br />identifies mitigation measures that reduce the impacts to less than <br />significant levels. The report identified no parking and traffic related <br />impacts resulting from the church expansion.
