Section Two: Program Specific Information, continue~n~b~t s ofasR <br />Director's Listed below are key elements the Director is emphasizing for the 2008 <br />Emphasis EMPG program. These are to be considered the minimum program activities <br />for the Operational Areas to accomplish within the program period. <br />• OA Coordination: Conduct OA council meetings in which the <br />participants approve and monitor the EMPG 08 projects submitted to <br />State OES as part of the subgrant application. <br />• Regional Coordination: Participate in Mutual Aid Regional <br />Advisory Committee (MARAC) and SEMS Specialist Committee <br />meetings as assigned, and in accordance with, committee meeting <br />schedules. <br />• National Incident Management System (NIMS): Comply with <br />NIMS requirements as established by Department of Homeland <br />Security (DHS) by implementing SEMS in a manner consistent with <br />NIMS. <br />• Planning: Review and revise thejurisdiction's Emergency <br />Operations Plan in accordance with the schedule established in the <br />plan, and submit the revised plan to State OES at least every three <br />years for their review according to published emergency plan criteria. <br />• Private and Volunteer Coordination: Coordinate with businesses, <br />private non-profits, volunteer organizations and tribal governments to <br />establish and maintain emergency management roles and <br />responsibilities in the emergency plan. <br />• Interoperable Communications: Participate in committees and <br />programs to improve the ability to communicate with other agencies. <br />• Training: Train personnel to perform the emergency management <br />functions in the jurisdictions' emergency plan and to comply with <br />SEMS and NIMS training requirements established for the current <br />year. <br />• Exercises: Participate in disaster exercises that test the jurisdiction's <br />emergency plan, emergency facilities and equipment. <br />• After Action -Corrective Action: Evaluate exercises and <br />emergency response and make improvements to the emergency <br />management system based on recommendations established in after <br />action reports. <br />• Response and Recovery: Provide for a method to ensure the ability <br />for 24/7 contact from State OES on emerging or active emergency <br />activities related to emergency management. <br />Page 29 of 80 <br />FYOS EMPG Recipient Subgrant Guide for Local Government t ~ <br />
