~endix B: State OES Goals and Ob <br />VISION <br />A safe, secure, and disaster-resistant Califomia. <br />Exhibit B of ASR <br />MISSION <br />California's emergency management community protects lives, property, the economy, and the <br />environment from all hazards through mitigation of, preparation for, response to, and recovery from <br />natural and human-caused disasters. <br />GUIDING PRINCIPLES <br />Disaster and Hazard Awareness -California's leaders, emergency managers, and residents will be <br />well-educated with regard to the extent and effects of all hazards. <br />Prevention and Mitigation -California will reduce the impact of disasters on lives, property, the <br />economy, and the environment by reducing vulnerability to all hazards. <br />Preparedness -California will be ready to respond to disasters effectively and to accelerate <br />recovery efforts. <br />Response -California will deliver an effective, efficient and coordinated response to disasters, <br />reducing injuries and loss of life, destruction of property, damage to the economy, and harmful <br />effects to the environment. <br />Recovery -California will have an efficient, integrated, and comprehensive process to restore and <br />improve communities after disasters. <br />Diversity -California's diverse population and geography must be considered in all aspects of <br />emergency <br />GOALS AND OBJECTIVES <br />A. Partnership and Leadership <br />The combined expertise and capabilities of the emergency management community are required to <br />mitigate against, prepare for, respond to, and recover from natural and human-caused disasters <br />within California. Partnerships in emergency management ensure that the needs of Califomia <br />residents are met expeditiously. California has an opportunity to increase its leadership in <br />emergency management by strengthening the partnerships upon which the system is based. <br />l . Emergency management will remain a core function of Califomia government. <br />2. Communication and collaboration among the members of the emergency management <br />community will be strengthened, and new partnerships will be formed. <br />3. California's mutual aid system will be expanded. <br />4.
