Education, Training, and Exercises <br />California is rich with experienced emergency management professionals, due to the frequency with <br />which disasters and emergencies have occurred as well as to the investments made over decades of <br />building the emergency management system. However, this level of professionalism must be <br />strengthened to ensure that institutional knowledge is maintained. Continuous training and <br />exercising that includes all partners in emergency management are critical to ensuring that services <br />are de] ivered effectively when crises occur. Additionally, California must ensure that its level of <br />preparedness is consistent with national priorities to ensure maximum effectiveness in the delivery <br />of emergency management services. <br />I . California will have professionally-trained emergency managers and be a "Center of <br />Excellence" in the profession. <br />2. Califomia will meet the standards identified in the National Preparedness Goal. <br />3. California's training and exercises programs will address critical needs. <br />4. California's residents, government leadership, and private sector will be educated about the <br />hazards facing the state, the role of the emergency management community, and what to expect <br />if a disaster occurs. <br />E. Funding and Resources <br />All partners in the emergency management community are concerned with the lack of a continuous <br />funding stream dedicated to emergency management. There is a shared responsibility to pursue <br />adequate funding and to ensure stewardship of scarce resources, thereby addressing California's <br />overall emergency management needs efficiently and building long-term sustainability. <br />1. California's emergency management funding will be effectively and equitably distributed. <br />2.
