Most often, this appeal was directly <br />to the City Council. Over time, these appeals became time <br />consuming and burdensome. Therefore, in December, 1974, the City <br />Council added Chapter 3 of the Municipal Code to establish <br />uniform procedures for administrative hearings to be decided by <br />the City Council. Among other things, Chapter 3 interposed a <br />hearing officer (a city employee or outside individual) to hold <br />any necessary evidentiary hearing and make recommendations to the <br />City Council. The Chapter 3 process is managed by the Clerk of <br />the Council. <br />As administrative hearings became more legally complex, Chapter 3 <br />was amended in 1992 to update the process including the <br />establishment of administrative fees for processing each appeal. <br />Nevertheless, the process remains time consuming. In addition to <br />processing the required documents, the Clerk of the Council also <br />appoints a hearing officer and fixes the time and place for the <br />applicable hearing with said officer. There is currently no fee <br />50B-1 <br />
