Indicate how man~articipants to be served <br />For PY 2009-10, the OCCC will serve 15 Santa Ana WIA eligible youth as follows: <br />• 3 youth currently being served will be carried in from PY 2008-09, <br />• 12 youth will be enrolled during the 12-month contract period for this RFP, July 1, 2009 to <br />June 30, 2010. <br />3. Describe how this nroaram fits in with programs currently being offered bar our a~encX <br />As mentioned above, the OCCC has incorporated a variety of best practices from various state and <br />national models for youth and workforce development to serve this population. OCCC's basic <br />program design has been in place since 1995. The OCCC has expanded and enhanced its WIA <br />program services since the inception of WIA funding in 1998. The OCCC's program design provides <br />comprehensive and coordinated activities to at-risk youth to meet and exceed planned expected <br />outcomes in literacy and numeracy gains, attainment of a degree or certificate and placement in <br />employment orpost-secondary education. <br />• Participants will have an opportunity to receive classroom tutoring to improve basic reading <br />and math skill levels, if found to be basic skills deficient. <br />• Participants without a high school diploma will be enrolled into the OCCC/John Muir Charter <br />School to obtain their high school diploma. <br />• The OCCC Corps-2-Career class will help participants to explore future employment, career <br />and educational opportunities. <br />• The OCCC will provide follow-up services to ensure participants are working towards higher <br />employment earnings and employment retention services in a variety of venues and settings <br />throughout the county. <br />OCCC ensures 9 out of the 10 WIA Required Program Elements are provided to corpsmembers either <br />by the OCCC or by OCCC's extensive network of community partners who provide services as in-kind <br />support. <br />4. Indicate which of the 70 WIA elements the program will address <br />The OCCC program design provides 9 of the10 WIA elements: <br />• Tutoring, study skills training, and instruction leading to completion of secondary school, <br />including drop-out strategies; <br />• Alternative secondary school services; <br />• Paid and unpaid work experience; <br />• Occupational skill training; <br />• Leadership development opportunities; <br />• Supportive services; <br />• Adult mentoring; <br />• Follow up services for a minimum of 12 months after completion; <br />• Referrals for comprehensive guidance and counseling (i.e. substance abuse, legal, medical, <br />family) <br />Page 3 of 21 <br />
