Section 3 -Key Federal and State Changes <br />and Initiatives <br />Key Federal FEDERAL <br />Changes and Overarching HSGP Priorities <br />Initiatives <br />Funding priorities for this year continue and further narrow the focus on risk-based <br />funding and capability-based planning that the Department of Homeland Security <br />(DHS) began three years ago. FY 2008 HSGP will focus on three objectives as its <br />highest priorities. These three objectives are: <br />1. Measuring progress in achieving the National Preparedness Guidelines <br />2. Strengthening improvised explosive device (IED) attack deterrence, <br />prevention, and protection capabilities <br />3. Strengthening preparedness planning <br />Post-award Analysis <br />To ensure that the HSGP funding is allocated to address the nation's highest risks and <br />support the capability-based planning process, the Department will conduct apost- <br />award analysis to identify trends that can better inform and guide future policy <br />decisions supporting national preparedness. Grantees may be asked to cooperate in <br />FEMA's post-award analysis. <br />Potential for Future Match Requirements <br />Grantees are not required to engage in cash or in-kind match for FY 2008 HSGP <br />funds. However, there is the potential for future grant programs to be impacted by <br />cash match requirements as early as FY 2009. Accordingly, grantees should <br />anticipate and plan for future homeland security programs to require cash or in-kind <br />matches at cost-share levels comparable to other FEMA-administered grant <br />programs. <br />FY08 Homeland Security Grant Program Page 9 <br />
