REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 8, 2009 <br />TITLE <br />LETTER OF RESPONSE TO THE <br />ORANGE COUNTY GRAND JURY <br />WATER SUPPLY RELIABILITY <br />REPORT <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 S` Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Mayor to sign a letter of response to the Orange County <br />Grand Jury Report titled, "Paper Water - Does Orange County Have a <br />Reliable Future?" <br />DISCUSSION <br />The 2008-09 Orange County Grand Jury has prepared an in-depth <br />investigation targeting the reliability of Orange County's water supply. <br />This study was initiated due to recent threats to Southern California's <br />imported water supply. These threats include reduced water deliveries <br />from the Sacramento River Delta due to court decisions and drought, the <br />potential for delta levee failures during an earthquake, and the on- <br />going drought in the Colorado River watershed. <br />All of the cities and water agencies in Orange County are required to <br />respond to some or all of the Grand Jury findings and recommendations. <br />The City of Santa Ana is required to comment on all four findings and on <br />recommendations R-1, R-2 and R-4 in the Grand Jury report. Santa Ana's <br />response letter is attached for your review and approval (Exhibit 1). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />19E-1 <br />
