II. SUMMARY OF RESOURCES AND DISTRIBUTION OF FUNDS <br />HUD requires that the <br />City identify the federal <br />funds that were made <br />available during the <br />report period that were <br />used to further the <br />objectives of the City's <br />Consolidated Plan. The <br />City must also outline <br />how these funds were <br />committed and <br />expended (see Table 4). <br />TABLE 4-USE OF HUD FUNDS <br />Additionally, the City must identify the geographic distribution of federal funds committed and <br />expended during the report period. <br />^ CDBG program funds were expended based on program criteria. For example, public <br />services were available on a citywide basis for qualified beneficiaries; fair housing and <br />program administration activities were also carried out on a citywide basis. Special housing <br />code enforcement and community development projects (i.e., street improvement projects) <br />were carried out in the City's Low- and Moderate-Income Area -areas of the City where the <br />majority of residents meet HUD's Low- and Moderate-Income definition -see EXHIBIT 1-MAP <br />LOW~MODAREAAND LISTING OF CDBG-ELIGIBLE CENSUS TRACTS AND BLOCK GROUPS. <br />^ HOME funds were utilized to support housing rehabilitation activities for Very Low-Income <br />homeowners and tenants. To qualify for these funds an evaluation of households income <br />was undertaken. <br />^ ESG funding was used to support programs that helped prevent homelessness or that <br />assisted those already homeless with emergency/transitional housing and related support <br />services. To ensure only eligible households were assisted, each program participant was <br />required to document their risk of homelessness or reason for homelessness. <br />^ HOPWA funding was limited to activities that assisted persons living with HIV/AIDS and <br />immediate family (as applicable). <br />9 Draft 8/26/2009 <br />19F-15 <br />i.
