activities. FHCOC continued to examine regional HMDA data to identify statistically <br />significant indicators of discriminatory lending practices. FHCOC also continue to <br />investigate complaints of apparent instances of differential treatment of protected classes <br />and when possible informed local jurisdictions of these occurrences. Additionally, during <br />the 2008-2009 report period FHCOC stated they examined predatory and/or discriminatory <br />practices that may be connected to an increase in mortgage defaults, especially those with <br />"sub-prime" loans. <br />^ FHCOC developed, marketed and presented a financial literacy and banking education <br />program. The program includes assisting participants create Individual Development <br />Accounts (IDA's) that are intended as a savings account for housing opportunities. <br />^ Since many local jurisdictions do not have formal fair housing education systems in place for <br />employees who impact fair housing issues (e.g., planning/zoning and code enforcement <br />staff), FHCOC recommended that local jurisdictions implement a policy that requires all <br />employees whose positions impact fair housing issues attend formal fair housing training on <br />an annual basis. During the 2008-2009 report period, FHCOC did not undertake any related <br />actions; however, during 2009-2010 FHCOC will provide fair housing training sessions open <br />to all local government staff at a nonprofit rate. Flyers will be distributed to local <br />government offices. FHCOC will send notices to appropriate City departments -City staff <br />that attends the training will receive certification of attendance. <br />^ The required AI reported that some insurance companies may be targeting certain zip codes <br />for higher rates of denial or different terms and conditions. FHCOC recommends that an <br />audit of local insurance carriers be conducted to det ine if this is a problem and to <br />isolate the basis for the higher denial rates. FHCDC staff has received training to insure a <br />valid audit can be conducted; however, funding for this project is needed. <br />^ Many residents do not have adequate information regarding basic housing rights. This may <br />lead to an increase in undetected cases of housing discrimination. FHCOC recommended <br />that local governments provide education and outreach to service organizations that <br />specifically assist special need populations. This outreach should consist of educational <br />opportunities as well as written information to educate staff members and materials that <br />can be provided to their clients. During the report period, FHCOC made available written <br />materials in three languages for use by local jurisdictions and other service providers. <br />FHCOC estimates that more than 1,000 limited English proficiency households were served <br />during the past 12 months, including those reached through regular participation in a <br />Vietnamese language radio show. FHCOC continued to implement activities under its <br />current Fair Housing Initiatives Program (FHIP) grant to specifically provide fair housing <br />services geared toward individuals with limited English proficiency. <br />^ Santa Ana has distinct and independent policies and programs that affect housing <br />development.
