^ As ExHisiTS 4 and 6 indicate, most planned community improvement activities will meet or <br />exceeded planned five-year goals. Those activities that have not met five-year goals are <br />typically a result of the lack of projects, i.e., no funding has been requested for an eligible- <br />CDBG project. A handful of activities have become problematic and have required staff <br />scrutiny and additional oversight. While several projects were evaluated for funding <br />consideration, no Neighborhood Sponsored Projects were undertaken during the report <br />period. 2008-2009 funds will be combined with 2009-2010 Neighborhood Sponsored <br />projects with the hope of identifying one or more eligible projects. CDBG funding was also <br />allocated to fund a portion of road improvements at Centennial Park. As previously <br />discussed, the City's CDBG-funded Multi-Family Housing Rehabilitation program continues <br />to struggle to fund participants. Program staff continues to evaluate the program in order <br />to find participants. After two years of negotiation, it became apparent that the CDBG- <br />funded Orange County Natural History Museum rehabilitation program would not come to <br />fruition. These project funds have been recaptured and will be reprogrammed. <br />^ Finally, the Fair Housing Council of Orange County substantially exceeded its planned goal <br />for 2008-2009; however, for the past three years, the Fair Housing Council had significantly <br />underperformed (33%, 52% and 60% annual goal attainment in 2005-2006, 2006-2007 and <br />2007-2008 respectively). Presently this agency has only met 65% of its planned five-year <br />service goals. <br />3. Are major goals on target? <br />Most five-year Consolidated Pian goals are on track; however, as discussed previously, some <br />areas are slightly off target (e.g., rental housing for Loin- and Moderate-Income renters, <br />transitional and homelessness prevention assistance, youth and disabled services). It is hoped <br />that the final year of the 2005-2009 Consolidated Pian cycle will bring these major goals closer <br />to planned target levels. <br />4. Barriers that have a ne>;ative impact on fulfilling the strategies and overall vision? <br />The City has encountered some barriers as it endeavored to implement its overall vision for <br />community improvement; the most significant include the following: <br />^ Perhaps the greatest barrier or obstacle impacting the City's ability to implement its <br />community vision has been housing costs. While the cost of home buying has dropped <br />during past 12 months homeownership still remains a challenge for lower income <br />households. During the report period the housing market in Orange County continued to <br />experience high property values and rents. Regionally, the median home purchase prices <br />dropped to $425,000 (10.5% lower than a year earlier) -Santa Ana's median home <br />purchase price dropped to approximately $268,900, 21.6% lower that a year ago.10 Despite <br />io O.C.
