RESOLUTION NO. 2009- <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AUTHORIZING THE <br />SUBMITTAL OF AN APPLICATION FOR FUNDING <br />THROUGH THE AMERICAN RECOVERY AND <br />REINVESTMENT ACT -TRANSPORTATION <br />INVESTMENT GENERATING ECONOMIC <br />RECOVERY PROGRAM <br />Iss8/20/09 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA AS FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. Congress, through the American Recovery and Reinvestment Act of <br />2009 ("ARRA") has authorized the U. S. Department of Transportation <br />("DOT") to administer the Transportation Investment Generating <br />Economic Recovery ("TIGER") program, to fund capital investments in <br />surface transportation projects; and <br />B. The TIGER program provides one and one-half billion dollars for <br />highways and bridges, public transportation, passenger and freight rail <br />transportation, and port infrastructure projects. The ARRA limits <br />grants to $20 to $300 million and indicates that priority will be given to <br />projects that can be completed by February 17, 2012; and <br />C. The Santa Ana Public Works Agency has recommended that the City <br />submit an application for TIGER funds totaling $35,000,000, to fund <br />right-of-way and construction costs for Phase I of the Alton Avenue <br />Overcrossing at SR-55 project; and <br />D. The Alton Avenue Overcrossing project has been included in the <br />Regional Transportation Improvement Program (RTIP) administered by <br />the Orange County Transportation Authority. <br />Section 2: The City Council of the City of Santa Ana has fully reviewed <br />and vetted Phase I of the Alton Avenue Overcrossing at SR-55 project and <br />certifies that the project is an appropriate use of taxpayer dollars. <br />Section 3: The City Council of the City of Santa Ana authorizes the <br />Executive Director of the Public Works Agency to submit an application to the <br />U.S. Department of Transportation, in the amount of thirty five million dollars <br />($35,000,000), to complete Phase I of the Alton Avenue Overcrossing at SR-55 <br />project. <br />55A-5 <br />
