AA Nos. 2008-03 & 2008-04 <br />August 10, 2009 <br />Page 2 <br />for the site is Community Commercial (C1), which is inconsistent with the <br />General Plan land use designation of Low Density Residential (LR). <br />Surrounding land uses include a church use to the north, single-family <br />dwellings to the east, and duplexes to the south and west. <br />The properties located at 2034 and 2038 North Bush Street are mid-block on <br />a cul-de sac street adjacent to the museum district. The subject parcels <br />are each 7,000 square feet in size, flat, rectangular shaped and paved. <br />The zoning designation for the parcels is Professional (P), with a General <br />Plan designation of District Center (DC). Surrounding land uses include <br />multi-family dwellings to the north, a mix of single and multi-family <br />dwellings across the street to the east, single-family dwellings to the <br />south and commercial uses facing Main Street to the west (Exhibits 1 and <br />2) . <br />Analysis of the Issues <br />The City is committed to providing high quality affordable housing for the <br />community. The City's Redevelopment Agency assists this effort by looking <br />for opportunities to acquire available property that can be developed with <br />affordable housing.. The property on Central Avenue was previously <br />occupied by the Delhi Community Center and became available when the new <br />Community Center was constructed across the street. The properties on <br />Bush Street were voluntarily acquired from a private party. <br />The Agency is in the process of reviewing the development potential for <br />the parcels in an effort to provide affordable housing. The subject <br />properties require a zone change before residential development can occur. <br />No change to their current General Plan land use designations are proposed <br />as the current designations allow for residential uses and will be <br />consistent with the proposed zoning (Exhibit 3). Both sites are located <br />in neighborhoods with established residential uses and are well suited for <br />residential use. The property on Central Avenue would be constrained for <br />development as a commercial project as it is smaller than the minimum <br />required lot size of 15,000 square feet. Anon-residential development on <br />the properties on Bush Street would intrude into the established <br />neighborhood, especially since this block is a cul-de sac street. <br />As a general practice, when a zone change is initiated, the entire area is <br />reviewed rather than individual properties. The City is anticipating a <br />comprehensive update to the General Plan and zoning map as a future work <br />effort that will focus on a citywide effort to bring zoning into <br />75A-3 <br />
