GTSI-Q9-II453 n3.0 <br />• Governance: Leadership, Guidance, Support, Policies & Funding <br />• Ope-•ations: Usage, Procedures, Training & Exercises <br />• Technology: Requirements, System Design, Deployment & Tools <br />2.2 Tasks <br />The GTSI Team will provide the following services: <br />Provide Administrative Planning Support to the Southern Planning Area <br />Provide administrative staff support to serve as the Paint of Contact (POC) for the CaISIEC <br />Southern Planning Area (SPA). <br />• Provide an onsite administrative support person for the CaISIEC Southern Planning Area <br />to: <br />o Serve as the Point of Contact {POC) for the CaISIEC Southern Planning Area. <br />o Schedule meetings and meeting locations. <br />o Create and distribute meeting agendas, <br />o Collect and distribute meeting minutes. <br />o Handle inquiries from the public and jurisdictions and maintain liaison with <br />CaIEMA. <br />o Provide related administrative support functions; creating and maintaining files <br />and documents. <br />o Provide UASI Tactical lnteroperable Communication Plan data collection, <br />collation and distribution, e.g. CASM• <br />Provide Professional Staff Planning Support to the Southern Planning Area <br />The Department of Homeland Security has required that in order to be eligible for future <br />Homeland Security Grant funds all California UASI (Urban Area Security Initiative) regions <br />must be covered under a Tactical lnteroperable Communications Plan (TICP}. <br />The cont-•actot• is to provide professional staff support to the SPA and its established UASIs to <br />establish SPA governance procedures and to ensure conformance of locally generated T[CPs to <br />the California Statewide Communications Interoperability Plan (CaISCIP) and the National <br />Emergency Communications Plan (NECP): <br />• Develop and present for adoption Governance Documents for the Southern Planning <br />Area that comport to the Charter and Governance Documents under development for <br />Ca1SIEC <br />Develop and present for adoption regional utilization plans for the Interoperability <br />Channels in the VHF-Low (30-50 MHz). VHF-High (ISO-1S0 MHz), UHF (450-512 <br />MHz), 700 MHz and 800 MHz bands, including technical inventories of existing Base / <br />Mobile Relay resources within the SPA operating area and Standard Operating <br />Procedures for their use <br />Assist the established Urban Areas (Anaheim/Santa Ana, Los Angeles/Long Beach. and <br />San Diego) in revising their established and approved 2006 TICPs to comport to the <br />CaISCIP and NECP. <br />-2- <br />GTSI Confidextial anti Proprielai}~.
