ASSESSMENT OF RELATIONSHIP OF HOME FUNDS & CONSOLIDATED PLAN GOALS & OBJECTIVES <br />Assessment of HOME Funds to Meet Highest Priority Activities <br />The City of Santa Ana has <br />utilized its HOME funds to <br />expand and preserve the City's <br />supply of affordable housing — <br />activities listed as a high <br />priority in the Consolidated <br />Plan. UNITS <br />BY INCOME CA_ <br />Extremely Low - Income <br />OWNER OCCUPIED <br />COMPLETED <br />1 Units <br />RENTER . <br />COMPLETED <br />3 Units <br />Very Low - Income <br />7 Units <br />6 Units <br />Low- Income <br />0 Units <br />1 Units <br />TOTAL <br />8 Units <br />10 Units <br />provides a summary of Santa Ana's distribution of HOME funds among different income <br />categories of housing during the report period. <br />The City vigorously sought to fund activities that addressed priority needs as established in the <br />2008 -2009 Annual Action Plan — these efforts are further summarized in EXHIBIT 6. <br />Progress Toward Meeting Housing Needs of Lower Income Persons <br />As demonstrated above, HOME funds were spent to assist eight homeowners rehabilitate their <br />primary residence and also assisted a CHDO to rehab ten rental- housing units; no first -time <br />homebuyers were assisted during 2008 -2009. <br />During the report period, the bulk of owners assisted with HOME funds were Very Low - Income <br />(seven of the eight assisted owners). The incomes of renter households benefiting from <br />rehabbed units were also slightly skewed toward households with Very Low - Income (six of the <br />10 assisted units).
