B. Matching Resources <br />Program regulations require that the City <br />match ESG expenditures dollar for dollar. <br />Subrecipients receiving Santa Ana's ESG funds <br />are informed of this match requirement <br />during the application process and are <br />required to identify the amount and sources <br />of matching funds. During the course of the <br />year, a certification and copies of checks, <br />award letters, etc. that document match <br />funds is required by the City. Table 17 <br />summarizes the source and amount of ESG <br />matching funds provided by Subrecipients <br />during the 2008 -2009 report period. <br />C. Homeless Discharge Coordination <br />The City has certified to HUD that it will undertake efforts to develop and implement a <br />homeless discharge plan. HUD has stated that as part of the City developing and implementing <br />a homeless discharge coordination policy it may use ESG homeless prevention funds to assist <br />Very Low - Income individuals and families at risk of becoming homeless after being released <br />from publicly funded institutions such as health care facilities, foster care or other youth <br />facilities, or corrections institutions or programs. <br />On a regional basis, the County's Housing and Community Services Department has taken the <br />lead in developing and implementing a discharge plan for the entire county and has solicited <br />the assistance of cities such as Santa Ana. As this plan evolves, the City will explore various <br />options in programming that ensures the needs of Santa Ana's residents are met while also <br />addressing regional planning efforts.
