TO PROVIDE <br />ON-CALL SERVICES AND <br />TRANSPORTATIOtQ INFORMPaTiDN SYSTEM <br />FOR TH8 CITY'S TRAFFIC SIGNAL <br />SYSTEM <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the <br />attached agreement with Telvent Farradyne, Inc. in an amount not to <br />exceed $173,940 subject to non-substantive changes approved by the City <br />Manager and City Attorney to provide annual system maintenance and on- <br />call support services, and development of Transportation Information <br />System software for the City's traffic signal system. <br />DISCUSSION <br />In August 2003, The City Council awarded an agreement with Telvent <br />Farradyne, Inc. to implement a new traffic signal system called <br />Management Information System for Traffic (MIST). MIST is a centralized <br />traffic signal system that conforms to national standards, works with the <br />latest traffic signal controllers, and allows the City to interface with <br />adjacent agencies to provide traffic signal coordination across <br />jurisdictions. MIST was implemented initially for all downtown traffic <br />signals in 2006 and expanded to cover all traffic signals in the city in <br />2009. The agreement with Telvent Farradyne is necessary to provide annual <br />system maintenance and on-call technical support services. <br />In addition, the City received measure M funding from OCTA to replace the <br />City's outdated Integrated Traveler Information System that has been in <br />operation since 1999 and is no longer supported by the manufacturer. The <br />new Transportation Information System (TIS) is an up-to-date web-based <br />system where the public can view real-time traffic condition data as well <br />as video images. As the original developer for the City's MIST traffic <br />signal system, Telvent Farradyne Inc. is the only consultant that can <br />provide a seamless integration of the two systems, and they have <br />successfully developed and implemented similar systems for other <br />agencies. <br />25G-1 <br />CITY MANAGER <br />
