bk 10/12!09 <br />RESOLUTION NO. 2009- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING A REVISED HOUSING <br />ELEMENT OF THE CITY'S GENERAL PLAN <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council hereby finds, determines and declares as follows: <br />A. The California Government Code requires every city to adopt a General <br />Plan. The Plan consists of several elements, one of which must be a <br />Housing Element. <br />B. The Housing Element, in general, must be revised periodically to incorporate <br />programs, polices and objectives designed to allow the City to meet its fair <br />share of the regional anticipated growth in housing demand. <br />C. Government Code section 65588, as amended, requires the City to adopt a <br />revised Housing Element. <br />D. Pursuant to state law, the Housing Element must include the following <br />provisions: <br />1. an identification and analysis of existing and projected housing <br />needs; <br />2. a statement of goals, policies, quantified objectives, financial <br />resources, and scheduled programs for the preservation, <br />improvement, and development of housing; <br />3. the identification of adequate sites for housing, including rental <br />housing, factory-built housing, mobilehomes, and emergency <br />shelters; and <br />4. adequate provision for the existing and projected needs of all <br />economic segments of the community. <br />E. Both the Redevelopment and Housing Commission, and Planning <br />Commission have considered the proposed Housing Element at a regularly <br />scheduled meeting or noticed public hearing, respectively, and <br />recommended that the City Council adopt the Housing Element. <br />75B-11 <br />
