CITY OF SANTA ANA <br />2005-2009 CONSOLIDATED PLAN <br />PUBLIC HEARINGS <br />So that a full range of public comments and ideas are brought to bear during the <br />development of proposed activities and program performance, at least two public <br />hearings will be held each year. Meetings will be conveniently timed and held at <br />locations where people who might or will benefit from program funding may attend. <br />The purpose of public hearings is to obtain the views of residents, public agencies <br />and other interested parties, and to provide a forum to respond to comments. Public <br />hearings will be held during two different stages of the consolidated submission <br />process.53 Specifically, public hearings will be held to: <br />1. Address housing and community needs and review the proposed use of funds. <br />This meeting will be held prior to the publishing of the final Consolidated Plan <br />(and annual plans) for public comments. <br />2. Review program performance. <br />Rules for all public hearings include the following: <br />1. Notice of each hearing will be made at least 14 days in advance, and will be <br />published in a local newspaper of general circulation. All notices will be of a size <br />and type to draw the attention of casual newspaper readers and will state the <br />time, date, location and topics to be discussed. <br />2. Where a significant number of non-English speaking residents can be reasonably <br />expected to participate, translators will be available. <br />3. These meetings will be held at locations that are accessible to persons with <br />disabilities. <br />53 In addition, for the CDBG program one or more public meetings may be scheduled.
