However, the laser technology employed in the system is known to <br />weaken over time. The recent foggy and rainy conditions have proven that <br />the laser's strength has deteriorated to levels such that it cannot <br />transmit under any but ideal weather conditions making it non-functional. <br />While outages to this laser-based network link are automatically <br />transferred to a ground based data circuit, the backup circuit has a <br />substantially lower capacity. This has caused severe slowdowns to City <br />business. <br />This computer network link provides critical network connections for Fleet <br />Management System and City Water Operations. In addition, the system <br />supports the City's Emergency Operations Center (one of three regional <br />EOC) The Fleet management system depends on real time log-in to capture <br />actual job labor time and parts inventory usage. <br />22B-1 <br />
